Fin rot?

I got a spotted puffer the other day from petco that was surrendered to them and his tail was frayed. I brought it home and started to transition it to brackish water. The day after having him his tail started to look inflamed. I'm already treating with kano plex. Is there anything else I can do or is it too late for him?
