Dwarf puffer - one red eye very unwell

1) Your water parameters - pH 7.4 , Ammonia 0, Nitrite 0, Nitrates 0
2) Tank size 5 gallon 1 fish
3) Feeding, water change schedule: feed snails and bloodworms, weekly 40 % water change
4) What changes you've made in the tank in the last week or so.
today pulled out driftwood covered in algae ( diatom mainly and just started blue green algea - it think) planted some amazon sword & ELODEA DENSA and done a water change ( trying to combat algea)
Today I have noticed that my dwarf puffer has got a red eye and started lying down on the floor any ideas?
