Help! Dwarf Puffer turning white?

Hi Guys!
I recently purchased 6 Dwarf Puffer fish, and after two weeks one of them has begun turning white which has spread to cover its fin and continues to grow. As for the fish it appears fine although it does stay in shelter more than the others which are seemingly unaffected by anything and doing perfectly fine! Water Parameters are normal so I don't think the issue is there. If anyone has any ideas on what this disease or infection may be that would be most helpful, I have attached a picture to help in identification. Thanks!
