Puffer after MS-222 Sedation not recovering

I just trimmed my amazon puffer's teeth after sedating him with MS-222. I read the instructions front to back and dosed him the proper amount (I did 4 gallons with 1 gram of MS-222 because my scale did not measure milligrams) and I only took about 15 seconds to trim his teeth and I put him immediately into the separate recovery bath with an airline. It has been an hour and he can swim around but he has just been staying at the bottom of the bucket and has not be moving. I put some blood worms in and he even ate a few but he still seems very "doped up", even after 1 hour in fresh water from his tank. I'm getting scared because it has been an hour and he doesn't seem to be getting any better, does it really take this long for an amazon puffer to recover from sedation?

Maybe he's just not happy in the bucket? If he ate, I wouldn't worry. Try putting him back in his tank & observe for a while.
