Sickish looking puffer

I have had two GSP puffers in a 55 gallon tank

I have two GSP in a 55 gallon tank one is very active and bright with yellow and black spots the other is showing black near his spots and stays close to the bottom of the sand substrate bottom.

The little puffer sinks to the bottom and I haven't seen him eat much food if any. It could be the other one picking of bullying it But can't determine.

I've been treating the tank with paragaurd and did. 40% water change last Sunday.

Been feeding them frozen blood worms and dried krill.

The PH level is 7.5
Ammonia is 0
Salinity is 1.00
