Please help! Dwarf puffer with fungus

I have a dwarf puffer in a 10 gallon with 2 ottos, a Corycat and a shrimp ( all but the shrimp were removed after this) and after getting stressed by the other fish before they were removed she got a fungle infection on her fins. I don't think that it could have been nipping but I'm still keeping that as a possibility. I'm dosing anti fungle and garlic. She's eating and a lot better after I removed the other fish but does anyone have any advice? The water peramiters are as follows:
