NEW GREEN PUFFER LOOKS SICK HELP!

So, we finally got our brand new 55 gallon tank up and cycled after many alterations and much money it was finally ready for fish ! 
. We first got a pleco and had herb for about 2 months. We then decided to add a new fish and decided that we wanted to go with puffers ( yes we know they are brackish) and the puffer killed the pleco the first night anyhow 
poor herb....anyways, over the past two days puffy has begun to have a sunken sides first it was just one and now both. He also has an oddly defined bottom belly. His color has not changed at all. Then, this morning when I went and turned the lights on, he aggressively soared to the top of the tank and slammed into the filter bar and now has a white spot next to his eye. It was like he was trying to jump out of the tank. Up until today he always greeted me so nicely (even blows kisses back at me).

Still in freshwater (it's only been a week since we got him)
