Blue spotted puffer

Ok so I have had him for for weeks already love the guy acts not like a dog then a fish noticed week ago his color started to fade . My tank has been running for 2 months and cycled it month before that. My salinity is 1.024 nitrite is 0 nitrates is below 5.0 ppm ammonia is 0 ph is 8.2 to 8.4 . Today he has stopped eating and act lerthogic. He has very little energy . My tank is 125g with 35 gal refugum protein skimmer if have turned off to put some sfishkeeper in. Please help it's not ick but does look like skin is pealing some and it's not fin rot o and water is set to 78 and does go to 80 at times. I have 2 clowns 3 chromes fox face and a file fish
