New puffer with fungus?

I recently bought a F8 puffer and put him in a 20 high tank (no tankmates) he seemed to be doing fine the past few days but i noticed some white cotton like material forming on his belly and dorsal side. my ph was really high when i first got him in but i got it back down to optimal levels. is this fungus? What should i do?
