I have one pea puffer in a planted 5 gallon tank. I have had him for about a year, and tried to feed him freeze-dried shrimp originally. He didn't eat them, and now only eats frozen bloodworms. Is there a way to introduce him to new/easier foods for when I need someone else to feed him?

I personally use frozen bloodworms as a backup. Mine get live black worms as much as possible. If you want to use something self stable you can try freeze dried bloodworms. Anything freeze-dried always re-hydrate and dose with vitamins like vitachem.
