Friend's Mbu puffer is sick

1) Your water parameters - pH, Ammonia, Nitrite, Nitrates and salinity (if appropriate). This is by far the most important information you can provide! Do not answer this with "Fine" "Perfect" "ok", that tells us nothing. We need hard numbers.
Unfortunately, the fish owner do not have the tools to test ph and other parameters.
2) Tank size and a list of ALL inhabitants. Include algae eaters, plecos, everything. We need to know what you have and how big the tank is.
Size is around 80 gallons, around 10 3~4 cm discus.
3) Feeding, water change schedule and a list of all products you are using or have added to the tank (examples: Cycle, Amquel, salt, etc)
water is changed every 2 weeks, each time around 35% of the water, no chemical or de-chlorination is added.
4) What changes you've made in the tank in the last week or so. Sometimes its the little things that make all the difference.
None.
5) How long the aquarium has been set up, and how did you cycle it? If you don't know what cycling is read this: Fishless Cycling Article and familiarize yourself with all the information. Yes. All of it.
It have been set up 8 months ago.
We want to help, and providing this information will go a LONG way to getting a diagnosis and hopeful cure that much faster.

Hello, I am from Taiwan and English isn't my launguage.
This isn't my fish tank nor my puffer, I am helping a puffer owner in a taiwanese forum to cure his puffer's illness.
The puffer haven't been eating anything for a week, and it's just sitting at the bottom of the tank.
The puffer start to poop out green round shaped poop recently.

I know this tank setting is not appropriate for a MBU puffer, I am not a close relative with the owner, I am just simply helping on gathering information to help him.
honestly I don't even think the owner is fit to keep any fish, but I am no expert on puffer, so I hope some people out there can provide some information on this.
btw I own a fahaka and its well and hunting ghost shrimp all day long.
