Green Spotted Puffer Fish

Hi All,
Im new to the forum and puffers did my research today because one of my puffers died.
got the 2 puffers for valentines day from my boyfriend.
Called the one valen and the other tine hehe
but now valen is dead and I don't want tine to go the same way......
I bought a new tank but put them in one of my smaller gappy tanks that where already cycled in order to give the new tank some time to cycle but after 1 day of them in the small tank I noticed their colour fading to black so on the 3rd day of having them I put them in the new tank.
The same night one of the puffers started breathing heavy and then started to swim out of control and do backflips all over the tank. he was dead the next morning that was valen.
now I have tine left. I did a 50% water change this afternoon got drops that said it puts good bacteria in the tank and got a plant for the nitral.
I don't know what more I can do to keep this beauty alive. im going to get marine salt next week and start to change the fresh water to a salt water tank because apparently the green spotted puffer which is what I have are salt water fish.
any ideas on how to save this little guy. I have a heater at 28 c and filter and gravel and hiding places and a plant and a thermometer. plz help I don't have a testing kit so I don't know what is wrong. I thought it was the tank size but the other guy valen died anyway after moving him to the big uncycled tank.
