Water changes VS water crisis

Well, I'm here to ask your help/opnion or whaterver you can contribute...
I live in Sao Paulo - Brasil, and we are suffering of lack of rain (water crisis). I'm posting a link, if you wanna know what's happening:

We don't have rain storms since dec-2013, the main reservoir system is almost DRY. Government didn't make a plan or anything to solve the problem.. they just waited and prayed for rain. Now, the water level is very critical, in the very near future they will suck mud as water source... in the beggining of the crisis, we had to learn to save water since "saving" is not one of the greatest virtues of Brazilians. From now on, the water supply company will fine us in 50% if we waste water (I don't think it's wrong... people have to learn the hardest way!).
But I'm not here to complain about anything...
I here because I'm very worried about the water to make water changes.
I have some tanks, here they are:
30G long FW -> 1 SAP
53G long BW -> 2 F8s
46G long SW -> 1 pair Clarkii Clownfish (no inverts/corals)
20G FW -> snail farm and some mollies
I had to reduce the water changes from weekly to monthly.
The puffer's tank I make almost 90% wc monthly. I tested the tank water before WC:
ammo/nitrItes: zero
Nitrates: under 5 ppm
Phos: almost zero (FW tank) and under 5ppm (BW tank)
I feed the puffers every other day.
The clown's tank nitrates almost undetectable and phos under 1,5 ppm.
The parameters don't worry me at this time... I just know the pollutans I can test, what about dissolved organic compounds?
What I fear is the lack of water, since I need 80G (300L) of water monthly to make WCs.
How can I handle WCs if I don't have water in the future???
