Possibl ick on hairy puffer

My hairy puffer has two white dots on his dorsal fin. I noticed them last night and no new spots are visible. I can't decide if I have seen them before or if it's somehing new... Anyone with a hairy puffer who has opaque white spots on the dorsal fin? None of his other fins have any spots.

Are they as small as a grain of salt?

yeah they look just like ick... I can't tell if they have any depth to them tho.
but its been almost a week and nothing has changed. Still two small dots. Does this mean it is not ick? Doesn't ick quickly multiply?
