Teeth-trimming alternative to shelled foods for puffers?

If you fed a puffer food in a large shell or on a terracotta drainage disk, wouldn't it have the same effect as eating snails and mollusks from their shells?

I read somewhere about people putting fish paste on a rock and letting the puffer scrape the food off of it

i tend to cut a frozen shrimp into 3rds with the shell on, throw a clam in there and only open the shell half way so he has to work it to get to it and now i have a frozen lobstar i have been feeding off of and again leaving the shell on the parts
so he has to work it and of course snails twice a week still havent found any salt water live food that gets his attention
week 5 in the full salt setting and its the best colors i have seen him with in some time
of course i dont feed him all of this at once every other day and something differnt each time
