Lifeless Dwarf Puffer

Hi
I have 2 dwarf puffer fish in a 45l tank that has fully cycled and been up and running for 7 months now. All parameters are normal. Normally both puffers are very energetic but over the past week one of them doesn't seem to want to eat, hardly ever moves and just seems to lay on the bogwood or plants. The other puffer is perfectly normal.
What could be wrong with the inactive one.
