Listless Puffer

My Porcupine Puffer is a little over 6 inches long and is in a 90 gallon tank as of a month ago. Issue now is he stays in one corner of the tank and swims very little. His eating has also become much less then before the tank upgrade. He has been eating table shrimp and will not eat frozen krill any more. He eats twice a day and normally gets very excited and quickly swims to the top of tank when he sees the food coming. Lately he has not been doing that. His tank mates are 2 Clowns, Humma Humma Trigger, Blue Velvet Damsel. Water parameters are PH =8.2, Nitrite=0,Ammonia=0, Nitrate= 20.Any help as to why my puffer has started acting like this would be helpful.

My fahaka puffer went on a 2 week hunger strike after upgrading him to a much larger tank.
Is the trigger aggressive at all? Is there another upgrade in your puffer's future?

Thank you I thought that might be the problem. The trigger is very mellow she thinks she is an Olympic swimmer. Next year I might go to 120 but have to find the room and convince the wife.
