Not sure about having the full video, but you can look up how to set a .gif as a background. This is something I have done before. Then convert a part of the video into a .gif file. A quick search turned up a program to convert .swf to .gif

Havent actually seen it yet. On my phone but there was an application launched called nikko that was a cat that follows the mouse pointer around the screen. Could be possibly modded with images of a puffer.

So I did some digging its possible to set a .swf as a background in xp but not in windows 7
