What is wrong with this congo puffer??

Hi all,
I read on a local fish hobby forum where somebody bought a congo puffer, checked the parameters are all fine, and yet his newly bought puffer is swimming weirdly. Can anybody help out?

Dunno what "fine" means or whether they just used test strips. Seems to be swimming blindly, which can be a symptom of nitrite poisoning. Looks a bit thin, too. Wonder what it's been eating?

it drives me up the wall and across the ceiling when I see the term "fine" attached to water parameters

+1 to Pufferpunk's and eieio's comments above. "Fine" provides no data whatsoever and almost no information.

yep, it's either they're not sure, or they don't know, which boils down to the same thing!
