I've thought about purchasing some base rock sometime in the near future. I was curious about rinsing it off, the putting it directly in the tank. Would this be an issue? From what I've read it sounds like you don't need to rinse it and then cure it. Is this true and would it be okay? I ask because I have a small amount about 20LBs of LR in my tank and all my fish seem to stick around that side of the tank. They all have their own place around the rock, but I'd like to have them spread out a little more.

If it's been dry for a long time I wouldn't worry about adding it to an established system.

i would rinse it off you never know what kind of stuff it could have colected during that time like dust.
