HELP - CONSTIPATED PUFFER.

help - i have a VERY constipated stars and stripes puffer who every now and again is greedy and bungs himself up - but this time it seems worse. hes cant swim properly and has wedged himself in a rock,
he looks so uphappy and nothing seems to have improved.
i have some epsom salts , so can give him a dip if i can retrieve him from the rock, but do i dissolve it in tank water, or fresh water, do i dip him - or treat the tank?
