I've got a 65l cube aquarium set up ready for dwarf puffers, it's 40cm x 40cm x 40cm in size. I've read a lot of different oppinions on stocking so would like to know how many fish you guys would expect to keep in a tank that size.

Consider that 64l/ 16 usg is the gross capacity, a correctly set up puffer tank will hold a lot less once you allow for displacement. Dps need 5g each, I would go for a pair of females a trio at the most

I'm torn between 2-3 dwarfs or a figure 8... Just can't decide!!

I would be a tad more conservative and hold down to no more than 2 DPs, preferably both female. Loss of the usual maximum/minimum separation in cubes does reduce the separation space available in more conventional tanks. Cubes or square footprints can work well for single fish in small sizes, or for most groups of smallish fish in larger sizes, but a pair of feisty fish in a small tank is asking for problems unless you are sure they are both female.
FWIW

Unfortunately there will be way less than the 15g required for a f8.
