Puffer Eye Hemorrhage?

I will fill out the list later today but I just wanted to start off with this:
The main tank is a 55 gallon SW Aquarium SG 1.020 with live rock, macro algae, and a skimmer that has been stable and running for 2 years. Recently done a 50 percent water change. I will have to retest my main tank and the QT tank later on.
My oldest GSP had been sitting on the bottom a lot for the past couple days and I dismissed it as sulking or being lazy but as he started to swim around today I noticed his eyes seem "muted" as they don't have the blue/green sparkles and I noticed his left eye has what would be best described as an eye hemorrhage as it has a bloody red ring on the iris. He seems less responsive when I put my hand up to the glass and then I grew concerned as he bumped into pieces of live rock and would not eat. I set up a 10 gallon QT Tank tonight and he is in there. I had no issues getting him transferred as he swam right into my hand and I pushed him into a bowl. His skin colors are normal green/white but his green coloration is somewhat muted. He is in good shape and is not fat or malnourished. He is currently glass surfing in the 10 gallon QT tank filled with water and pieces of macro algae and LR from the main tank.
Picture I just took of him last week before the sudden change, note that is the exact same eye that is now "injured":

Without a closer inspection if you saw him in the QT tank you would not suspect there was anything wrong with him.
I have been scouring thru the forums trying to figure out what it is. From what I found it has been inconclusive as to what it may be or the cause but the final result is not very encouraging.
Their eyes in both posts look EXACTLY like what I am seeing with mine.

Another example I looked up while googling eye hemorrhages that resemble what I am seeing:
