Need help with mystery puffer ID

This guy has been in the holding tank at lfs for several days and doesn't seem to be in any distress. I saw him eat some frozen krill today.
I have doubts about which species he is because he doesn't look like any puffer in the pufferpedia.
At first I thought he was a really big figure 8, but he's already around 4+ inches and I've never seen those black spots on a figure 8 puffer.
He is supposedly a freshwater puffer from south Asia and a new species to the aquarium trade.
His marketing name was milk puffer but I saw all milk puffer pictures have small white spots, and he has huge black spots.
Is this a new species, maybe a man made new hybrid, or did I miss something?
