Furry orange stuff on GSP face

So, yesterday I noticed that my Green Spotted Puffer's lip and face area was a little more orange in color than normal, and I thought it's because he started eating freeze dried shrimps that are the same color. But today, I realized that his lips are actually puffed up and are getting sort of furry with the orange stuff.
Is this a parasite or an infection, what should I do?
My PH is about 7.5, he's been in it for about five months
I treat the water with Prime
he's in a 30 gallon with a marble molly who has been in it for about three months
he's eating and acting normally, being fed once a day, could it be from rubbing his face on the side of the tank?
I did a 40 percent water change this Monday and I cycled the tank months ago before anything was in it.
Please help my little guy out! I don't want him sick!

Please answer ALL the Qs above, in red.

Add Melafix & Pimafix, after another WC.
