Fahaka Puffer Tank & Filtration

Hey guys
Couple questions. My folks knew I was looking for a new fish tank and they got a 75gallon for my puffer Dexter.
The guy they got it from said he had a small lizard in it for 2 months. (which brings lots of concern)
I have it completely cleaned out but still concerns because of some things I have read online.
It doesn't smell at all so i am assuming he kept up with cleaning. It also doesn't look like its beat up.
The tank is a 75g which has 1/4 thick glass
The tank look to have a heater pasted to the bottom that was removed.
I found an article on cleaning the tank with (Green) biodegradable cleaner that should take care of any extra ammonia (pee) left in the tank. (Good or Bad idea here? Tackling this coming weekend)
(So keep the tank or sell it and look for another?)
Concerns:
1.) Is the tank large enough?
2.) I have filled the tank up full of water and it holds great. (center braces top and bottom)
3.) I am thinking going to a canister filter instead of a HOB. but dont know what size.
4.) Not a ton of money for filtration so please keep that in mind.
5.) Current tank Dexter doesn't bury himself like I thought he would he just sits on top in the corner under a log (his hiding spot) (Pool Filter sand currently on bottom) Should I get somethign else for new tank or stick with that?
Plans:
1.) If this tank will work I am going to build a custom stand.
2.) I am eventually planning on putting LED's for lighting
3.) canister filer (TBD)
