Do dead fish count?
If so, I can top you one mbu and at least two of three Fahakas.
If it is live only, my Palembang's is not in the running.

All of my puffers are less than 3 inches, they still have some room to grow.

Elvis (stars & stripe) is about 10" not including his tail. Annabelle (fahaka) is only about 5" not including her tail (I think), I just measured her a few days ago from nose to tip of tail 6.5".

Koseklumpen (m. suvattii) is about 4''.
