Live Rock.

I found a video on youtube by newyorksteelo, on deep sand beds. This guy had worms and such in his sand that cleaned his sand bed. Can I do this in a sand bed that is only 1-3 inches? Can I do this by just adding a couple live rocks? Do they need to be coral? Where is a good inexpensive place to get just one or two live rocks?

Any store that sells corals or SW fish should have them or you could order them from http://www.liveaquaria.com or http://www.marcorocks.com.

depends on the grain size of the sand you are using. Remember the story of the 3 bears? Same theory applies here. Too coarse and it is no good, too fine it is no good. Marco Rocks seels oolic sand which is nice or you can get "sand blasting" sand from the hardware store and that is also a good grain size.
