Mixing Insoluble Meds.

This Praziquantel powder I have is REALLY water insoluble.I add it to a small amount of water to soak food in and it stays in beads and balls.The tiny size of the vessel I use to soak the meds makes it hard to get things turgid and get that powder broken down into the water.
So, here's my question, can I make my own Prazi-Pro?Also, if I can make a liquid solution I want to make like 2 oz so I can dose it out.How long will it remain effective in liquid form?And how much powder per oz of water to make it effective, yet far from lethal.
