Just a question, new owner of puffers

I am afraid to hear the answer but I have a feeling after browsing this site that I know the answer. I have a 29 gallon tank set up with brackish water and I have the following fish:
2 GSP about 1.5 inches each
1 Ceylon puffer about 1.5 inch
2 butterfly gobies or waspfish about 1 inch each
1 knight goby (or fan dancer) about 3 inches
How overstocked am I?? What size tank is required to keep these fish together? I have not had one sign of aggression from any of the fish as of yet and they have been together for about a month. Also, what does it mean if a puffer spends countless amounts of time going up and down the glass?
