Best setup for Monotrete Turgidus?

My niece wants to set up a tank for a Turgidus and asked me what she should do. I really have no idea, and since Pufferpedia is still down figured I'd just ask the board. She specifically mentioned suitable tank size, substrate, water pH and decorations.

I believe about 30g, substrate is personal preference and as always a stable ph is better than messing around trying to get it perfect. Decorate heavy but allow lots of free swimming space. They are active swimmers

I told her that they're a lurker and not very active. She has a 40 gallon tank she wants to set up for one, I suppose that'd be plenty of room. For the substrate, I guess plain ol' aquarium sand would do the trick.
