I have 1 green spotted puffer and was wondering if i could put a brown clown goby with it?

welcome! in order to answer this correctly, we need to know about your set up and such

at 30 gallons your at your limit with just the GSP. they require atleast 30 gallons each with how much waste they produce, being a small nerf football sized fish, and they are messy fish. tankmates are a bit iffy with them as their attitude will depend on each puffer. some may allow tankmates, some may not and others might allow it for a little while even up to years and then one day decide it wanted to attack it. your best bet if you wanted tankmates would be to upgrade to something like a 55 or 75 and get a lot of tall decor for broken lines of sight and lots of little holes/caves for the tankmates to retreat to. fast moving fish like damsels have been the most successfully kept tankmates i believe, but they too can be very aggressive especially when they get older. i had one that i had to rehome because he started stressing my GSP out by trying to keep his territory

That's what I though. I guess I will just stick with him until I go bigger. I was also worried that he would just eat the other fish.

Yes I know they are SW. But eventually my puffer can live in full SW correct?

Yes but I wouldn't consider ANY small, slow-moving sedentary fish as a good tankmate for any puffer.
