whats a good substrate?

hi everyone! i am wondering what kind of substrate is best for puffers. my tank will be either brackish of freshwater still trying to decide. anyways would sand or a rocky substrate be a better pick? i have always had rocks as substrate but have loved the way sand looks in a tank. i have also never had a tank with sand in it so im not sure if it is hard to keep up with. thanks for the suggestions!

Gravel is easier to clean.

Substrates are highly personal preferences.
Also +1 to PP's comments - One size never fits all.

Go with a fine sand for the lurker puffers they like to bury themselfs fully. If you get one.
