Is this to replace the fish you just lost? My guess is your tank was way overstocked. I'd only keep 2 F8s in there or a single F8 & some bumblebee gobies or a pair of knight gobies. Scats are the garbage cans of the BW world. they poop a LOT!!! Way too much bioload for a 30g tank.
Have you tested your water? I think you should start from scratch & fishless cycle that tank.

how big of a tank would I need if i wanted a scat? Would it be okay if I put 2 puffer and some bumblebee in a tank together?
So till i get a bigger tank, i should just not get a scat.

Because that's the room your tank has for those species. A scat will require a minimum of 50g, alone. More fish, means bigger tank. Scats also prefer marine conditions as adults. F8s do not.

2 F8 , and some bumblebee. Would that cause to much ammonia? or Not enough room for them to grow.

That might work. You're going to have to start that tank out again from scratch though, fishless cycling it.

Those are freshwater fish. Rehome them if you want a figure 8 with bumble bee gobies.
It worries me that you won't post your water parameters, or SG levels.
If your tank did not support the life of the fish you lost you have to change something about the tank. Don't overstock, you are already aware of the consequences.
You need to monitor your parameters carefully with puffers, and I totally agree that you should start the tank over, rehome those few fish you have if want brackish fish. Cories and leaf fish are soft/acidic/very freshwater fish, and will fair poorly in brackish, be prone to disease and early death. Same goes if you try to keep a Figure 8 puffer and bb gobies in acidic freshwater.
If you want to be successful at keeping a F8, your tank needs to be ammonia 0, nitrite 0, nitrate below 20, SG 1.003-1.005, and 1 figure 8 with a few bumble bees. I don't think you should try to keep more than one puffer and gobies in that size tank, unless you are really diligent on 50 - 80% weekly water changes, and you monitor your parameters, but I still think you should only try 1 F8 puffer and some bb gobies. No other fish, especially not freshwater fish.
