Gsp acting different

I have noticed the past couple of days he is sleeping a lot more than usual. And when he is up he just chills in one spot on the top of the tank. Is this normal? Also the ammonia and nitrite are having a reading I changed 50% of the water earlier this morning and just tested it again and they are both at 0.25 to 0.50 ppm still

Keep doing water changes until those numbers are 0, they are very sensitive to ammonia and nitrite.
The tank doesn't appear to be cycled. Would you be able to get some Tetra Safestart? Do you have Prime? Double the dose until the number are 0.

No it is not cycled yet. It has only been up and running for maybe 3 weeks. I do have prime. When I did the water change this morning I put in one capful so should I just put in one more right now or two? I have a 75 gallon tank and only did a 50% change. Also, is this why my puffer is acting wierd? Is he going to die?? ( not trying to be dramatic lol)

One more thing! Should I just do a water change once a day until everything is back to 0? Or more often than that?

You can definitely do it more often, those numbers need to drop. Double the dose it says on the bottle.
Yes, this would be why he's acting the way he is, they are very sensitive.

If you're using prime it's one cap full for 50 gallons. You can use 2 cap fulls for your 75 at each water change. +1 For the Tetra Safestart.

+1 to all above. Do as many waterchanges as you feasibly can, I would do 2x 50% daily until the tank has settled down
