Dull Film on my Puffer

38gal Hexagonal, he is the only one in there @ 1.004 s.g. 84* F
I had been doing daily 50% water changes but found out at my local fish store that I was breaking up the cycling process since they had not been cycled properly. (I was missing the media that the bacteria builds up on he said) Added live bacteria for saltwater to both tanks two days ago. His film has been slowly building for the last 4 days, however today it seems to be a little less hazy.
They are both eating and exploring like they should, eating muscles and snails.
He is new to the tank, been in there three days. Tank he is in was not properly cycled, bought two of them and had no idea about them, read up and learned about them, had them in a 10gal tank, bought two 30+gal tanks, treated water, and put them in there, other is doing great, this guys behavior is great based on what I have read but his color is off from the other. Included is the picture.
Just would like to know what it might be and what I can do to help him.
