Dwarf Puffers in a 10g?

What Do you guys think, can I have 3-4 in a ten gallon that's planted and overfiltered?
I would not go past a pair or perhaps 1M & 2F, with no other livestock in a ten.
Overfiltration does not change tank capacity, unless you have a 15 gallon tank as a sump on a 10 gallon tank, and it still would not provide enough space for territoriality.
