What's a small SW eel that's good woth puffers?

There are a few SW eels including the Snowflake eel that are less temperamental,....but I don't think it would be safe with many(any)puffers.

The only eel I'd trust with some (less aggressive) puffers is the Zebra eel. But this species can reach at least 3 ft., which isn't small.
What puffers are we talking about here anyway? There's a huge difference between a T. nigroviridis kept marine, a Canthigaster sp. and a largish Arothron or Diodon in terms of compatibility.
