Help Congo puffer floating at the top of the water

Nitrates-0-
Nitrites-.1
Hardness-120
Alkalinity-100
Ph-7.6-7.8
55 gallon with a few ghost shrimp and two mystery snails
Feeding is once a day around 6-7pm
Added neutral regulator by sea chem - for ph levels
No changes in the Last week... Just about to do a water change until I noticed him slowly floating around... Swims toward the filter and then cruises mid-level the floats back to the top

Please help

Nitrite should be 0, it's still toxic.
What is the ammonia reading?

You *might* be over feeding him, try fasting him a day out of the week. How much are you feeding him during meal time?

In the mean time, do a 50% water change asap, add prime to your water, this will help protect your puffer from the ill effects of the nitrite, and ammonia (If it is present) for 24 hours, in addition dechlorinating the tap water.

Still not through the cycle process. How long has this tank been set up?
