Congo at the surface

For the last day and a half my congo puffer has been roaming around the surface of the tank... He is activley swimming but he has just been roaming around at the top. Has anyone else seen anything like this?

Mine did that when she was begging for food. Can it still submerge too?

Ya he can still stay submerged... It almost looks like he is chasing the bubbles at the top...but he swims by the filter and gets pushed and goes back to the top

I'm not expert, but being "pushed" back to the top would worry me

It is worrying me... He's almost bumping into stuff but still swimming at the same time
