Equipment recommendations

Curtesy of Pufferpuggirl I am the very proud owner of two large ceylon puffers who currently live in a 230l brackish (at 1.010sg) tank with a mono which I used to prepare the new tank for its puffer occupants(the mono is called Lisa and they are currently cohabbiting very well as Pufferpuggirl raises very well behaved young puffers(!), however I am watching very carefully).
Around a month after moving my new boys into their tank (which was fully cycled, I had media in from their old tank etc) I had a crysis night, which turned out to be because I'd filled the tank to full capactity, their was no water distrubance by the filter any more and oxygen levels had become too low, I was observing fin clamping and gasping, I obviously reduced the water level so the filter in low bubbled, put an airstone in and did a large airated water change.
So now I'm looking for recommendations for a airpump/set up which is quiet (mine is not) and sufficient power for this size tank, I also plan on taking the tank to full marine over the next few months and was wondering if anyone knows if this will have an effect on the oxygen levels.
