Figurfe 8's in a forty

Hi,
Could I keep 2-3 Figure 8 puffers in a forty gallon aquarium with a couple of bumble bee goby's and a couple of dragon goby's?
Would these fish be able to live together long term?
Is this to many fish for my tank?
