Swollen gill

I have posted about this before and i know PP recommended Epson salt. I never got to it because Mr. Puffer got better pretty quick. I dunno what is going on. His right gill looks swollen shut. He isn't acting funny or anything. I can see inside the left gill as he breaths but the right moves slightly but doesn't open. I am going to wait it out today and do a water change with Epson salt tomorrow. Is their anymore advice out there for me? He is a stars and stripes puffer and i'll go ahead and list my parameters...

1) 8.2, 0, 0, <10, 1.020
2) Tomato clown, yellow tail damsel, S&S puffer.
3) Clams, mussels, shrimp, squid, octopus, scallops, mysid, peas, algae sheets, chem-vite <--- I have chopped and mixed most of this and made my own cube food with egg crate...
4) no changes
5) slightly less than a year.

The Epsom didn't help?

No, it seems to be the fin mussel that is bulging in the way of the gill. Not better yet.

Epsom salts will help with swelling.
