Planted Puffer 10g

Hey guys! I have a densely planted 10g aquarium. A lot of things are still up in the air, but its filtered with a eheim 2213, and I do, regular, large h2o changes.
Right now there is one fish in there, but I just sold him to a friend, so things are wide open fish-wise. There are just two things that I want with this tank.
#1. I want it to have a signature fish that is not only cool, but rare.
#2. I want it to be VERY densely stocked.
My plan so far is this, I am going to add two oto cats sometime next week, some glass shrimp, and put a couple snails in my small guppy breeding tank so that if I get a puffer I will already have a culture going.
I have always liked my little endlers guppies, and had a tank before where they all just lived and bred in the plants. It was pretty sweet. I want that look again for movement and color. So I will be adding one male and three females (all are about one cm long now). I would also maybe like a small cory cat. Last but not least...I would like a small, rare puffer. Reading the bios, the main problem seems that the Carinotetraodon travancoricus is the only one that is really active during the day. I have no problem with that, but did have my eyes on Carinotetraodon irrubesco which I think is prettier. Tell me what you guys think. Thanks
