I'm currently cycling my tank for Dwarf Puffers, its a 20 gal planted. I plan on getting around 4 to 5 Dp's and maybe 3 Otos. I keep seeing things about Aquarium salt for Freshwater. Is this recommended for these fish? I've had tanks before, but never used it and never had puffers. I did buy some but have not any in the tank.

There is absolutely no reason at all to use aquarium salt for healthy FW fish:

Also, be sure you are able to sex those puffers:

The routine use of salt in FW tanks is one of the biggest myths in the hobby.

If you plan on keeping Otos, they would probably die from the salt. Suckermouth catfishes are sensitive to salt in the water.

You really should keep more than 3 Otos. They are to be kept in groups, and a group of 3 is a little bit too few specimens. Planet Catfish suggests at least 6 specimens.

You'll kill the plants in there also
