poorly puffer help needed

hi i have just purchased a topaz puffer which is in a full marine set up 200 litre's has been fine for a day and a bit today though i have discovered that his eyes have inverted into his head and they are showing the underneath that is red. he has not been active today siiting in the corner. water parameters are fine ammonia 0 nitrite 0 nitrate 0-5 ph 8 phosphate 0 anyone expericened this before the puffer fed well last night he is bout 4 inch ??
