1 gill stuck shut

hi, any help on this matter would be appreciated, my topaz puffer has one gill shut constantly does any one know why and how to help him.
amonia= 0
nitrite=0
nitrates=50

The high nitrate reading may be one cause. How often do you do water changes and how much each time? I'd recommend a series of small water changes to bring those levels down a bit, starting with 20% daily.

Also check for uneaten food or other decaying matter in the tank, vacuum the substrate and reduce feeding until nitrates are below 20.

How long have you had him? Has it been like this since you got him? Because it could be gill flukes or something then.

,iwill do water changes asap. ive had the fish for about two weeks, is gill fluke easily treated and what is it?
