Which puffer could I pernamently keep in this biotype with congo tetras without too much fin nipping?

Not any, I don't think. :( There are puffers that would be compatible, but not from the biotope's area.

How much actual water volume is in there? How much swimming room?

The aquarium is 48 long, 19 inches tall, and 13 inches wide and filled up to 14 inches so actual swimming volume is about 30 gallons. There will be 5 congo tetras.

No room for a puffer then. Stick with a school of corys & another school of tetras.
