What is wrong with my puffer? Is it sick or just lazy?

I am thinking it is just like that because its fins are pretty well beat up from the being in a tank with 15 other GSP's.

It just wants to stay at the bottom all the time. It does swim every now and then. Eats every now and then.

I have it in part brackish and fresh water to make the conversion slowly.

Also removed the gravel and put in sand instead.

Are there any other symptoms? Answers to the questions listed in the link below are needed to determine whether your Puffer is ill.

My Fahaka stoped eating and just laid around, it never eat for 4 weeks, then i changed the water i got some pure water from reverse osmosis, i changed about 40% i only added cycle and salts. and my fish was back to normal i think it must have been the ph or too many minerals.just start changing your tank with thous big pure water bottles its worth it.

Thanks. I think is was because my puffers were just adjusting to the brackish water.
