SA puffer tank sizes

What would be the recommended tank size for 2 SAP's? I've seen some places say 2 in a 15 is fine, some say 2 in a 25 is fine. I've got a 20, and I doubt I could put another SAP in there, but, realistically, and ethically, could I do it? I just don't fancy the fella getting lonely.

Puffers don't get "lonely". RTR says 15g for the 1st SAP & 10g for each added.

At some do doubt variable number SAPs school, and have been observed by hobbyists on Amazon River trips doing so. But how much and for how long they hold the school is a total blank. I suspect in the larest of the standard hobby tanks, you could see this behaviour, but I'm not setting a 180 to try it.
Otherwise we are at the same peaceful (hopefully) coexistence as with other puffers, just with a bit better chance than with most species. This too may be part of their very active nature.
PP gave my standards exactly. But I would stress that they need space in the sense of footprint rather than height - longer is always better than taller.
